Gaunt Elothean Source of Bard Troubles?

Friends tell me that a Gaunt Elothean man has been seen in and around Shard speaking nonsense to himself. He has a wet gurgling laughter which reminds me sorely of the laughter the bards have heard of late. He was followed to horse clan where the trailers felt a malevolent presence.He is described as having pale skin, nearly colorless hair, and bleached robes that combine to give the tall, gaunt figure a washed-out look contrasted severely by his flashing dark eyes. A large signet ring adorns each of his emaciated hands, and you can just make out the pommel of a sword near one of the folds in the long robes.
